Innovate for Impact

In September 2024 Impacto Consulting conducted an Innovate for Impact session with some of our Grampians CHSP Service Providers. The session focused on the Innovate for Impact Framework and its four pillars of innovation, which proved to be empowering for leaders and allowed organisations to explore how they can drive innovation within their services to enhance client and staff satisfaction, maximise resources and cultivate a culture of continuous improvement.

 

The Grampians Sector Development team is going to highlight the Four Pillars of Innovation in our coming monthly newsletters to ensure innovation stays at the forefront of everyone's minds in this ever-changing environment. Info from The Emergency Preparedness and Engagement Forum - 9th October 2024

 

 

The Emergency Preparedness and Engagement Forum 2024 was held on the 9th of October 2024. This year they had a record number of attendees which demonstrates the sectors keen interest in preparing for the upcoming high risk weather season.

 

Included in the forum were updates on the 2024 Emergency Managment Policy, information on how to attest your agency's emergency preparedness online as well as info on the Victorian Emergency Management Planning Toolkit.

AGED CARE REFORM

IHACPA - Consultation: Pricing Approach for In-Home

Aged Care Services

The Independent Health and Aged Care Pricing Authority (IHACPA) invites you to have your say on the Consultation Paper on the Pricing Approach for the Support at Home Service List 2025–26.

 

The Australian Government’s Support at Home program will combine existing in-home aged care services into a single, simplified program designed to assist older people to live independently at home for longer.

 

The program will replace the Home Care Packages Program and Short-Term Restorative Care Programme from 1 July 2025.

 

The consultation closes on Friday 25th October 2024, with responses able to be provided via completion of a survey or direct email. The consultation paper and questions can be found here.

Aged Care Act Rules - Consultations

 

The Department of Health & Aged Care progressively inviting feedback on some of Rules that will be made under the new Act.

 

This consultation on the Rules is a valuable opportunity for:

  • everyone to better understand what these changes will mean for them
  • everyone to learn how the Rules will impact older people, and the quality of care they receive
  • the Department to ensure the Rules accurately represent feedback collected through previous consultation
  • providers to tell us what they need to prepare for the new Act.

 

The Rules will be released in stages, and opportunity for feedback will be available with each stage.  The Rules regarding the Service List have now been released and are open for consultation. 

 

Points to note for CHSP Providers include:

  • the inclusion of Services for Support at Home program, and also detail those which will be available under CHSP.
  • Therapeutic services for independent living included within CHSP delivery
  • Capping the level of Domestic Assistance – Cleaning, and Home Maintenance – Gardening.

The second stage of Rules which will be released shortly focus on Chapter 4 of the Act - the funding of aged care services, including subsidies, contributions, means testing, accommodation and grants.

 

Fact Sheet: Support at Home

This fact sheet provides a summary of the 'Support at Home program' that will commence 1 July 2025. It also outlines the contributions participants in the program will pay.

New resources for the Support at Home program

 

New resources are available for in-home aged care providers on the Support at Home program.  

You can now access:

  • the Support at Home program handbook
  • the Support at Home service list.

These resources aim to help Home Care Package (HCP) and Short-Term Restorative Care (STRC) providers to understand the main changes under Support at Home. 


Under the new program, there will be improved access to services, products, equipment and home modifications to help older people remain healthy, active and socially connected to their community. 


The Department will continue to work with HCP and STRC providers to help you transition from 1 July 2025.

My Aged Care Provider Specialisation Verification – Aged care provider guidance manual

 

The Department of Health and Aged Care have updated the My Aged Care Provider Specialisation Verification provider guidance manual.

 

This manual will help all CHSP Service Providers submit a specialisation application and to learn how the Specialisation Verification assessment process works. You can access the document at:

ABORIGINAL DEVELOPMENT

BADAC opens Independent Living Community

 

A NEW independent living community for First Nations Elders has opened in Ballarat Central. Wada Warr Borella, which translates to “place to come and rest”, was opened on the 9th of October.

The facility was a joint project between Ballarat and District Aboriginal Cooperative and the State Government, alongside input from First Nations Elders.

The living community is designed to provide a culturally safe space for Elders aged 50 years and over to live.

There will be room for 16 elders to live on site in eight self-contained one or two-bedroom units as well as a central hall for shared meals, managers’ quarters, medical treatment rooms and a vegetable garden.

Reflective Conversations Workshop

Working with Elders: Cultural Safety 

 

The Grampians Sector Development Team is pleased to offer a free Reflective Conversations Workshop Working with Elders: Cultural Safety using the Exploring Diversity & Wellness Toolkit. This session is suitable for Managers, Team Leaders and Coordinators from CHSP Service Providers.

 

Reflective conversations can help us better understand the various guidelines and principles central to providing inclusive service principles in relation to Commonwealth Home Support Programme (CHSP) service delivery.

 

During this workshop, we will explore what it is like for Aboriginal Elders accessing aged care services and
how best to support them. We will use the Exploring Diversity & Wellness Toolkit to highlight the
importance of providing safe and appropriate services
to Aboriginal and Torres Strait Islander peoples.
This workshop will:

  • Assist you in gaining more knowledge of the history faced by Aboriginal and Torres Strait Islander peoples. 
  • Demonstrate the daily challenges faced by Aboriginal Elders when accessing Aged Care Services. 
  • Help you consider inclusive service principles and strengthen consumer-centered care in relation to diversity, wellness and reablement. 
  • Provide an opportunity to self-reflect on how the Strengthened Aged Care Quality Standards can be met against your own organisational structure and self-assessments, especially Standard 1: The Person.

Neil Eastwood is an international speaker on care worker recruitment and retention and author of ‘Saving Social Care’, now in its second edition with over 10,000 copies sold worldwide.

He is also Founder and CEO of Care Friends, an employee referral app which won the 2023 King's Award for Innovation and operates in the UK and Australia. He was previously a director at a national homecare provider with a bad staff turnover problem. He has been exploring ways to fix it for 15 years.

SPOTLIGHT ON PROVIDERS IN THE GRAMPIANS REGION

This month we are happy to introduce Helen from Centre for Participation in Horsham who has some exciting news.

 

NDIS Pathways to Employment, Social Inclusion and

Connectedness across the Community for Ageing, Disability, Everyone!

The Wimmera Food Collective Café – is now Open!

 

August was a busy month for the Centre for Participation with the opening of their new café run by the Centre’s Program the Wimmera Food Collective which aims to provide work experience and pathways to employment for NDIS participants as well as improving social connectedness across the community, all while focusing on sustainable foods for a sustainable future.

 

Over the past few years, we struggled to find a space that was respectful toward our volunteers, suitable for clients' social support as well as meet the needs of recent NDIS school leavers, who have limited opportunities in a small regional town.

 

After a year of operating our own Meals on Wheels (make and deliver meals) and catering it was time to build onto that experience and progress to the next step. With the Department of Health’s Sustainable Food Grant, we downsized offices, creating an open space for a Café that finally meet multiple community needs.

 

We all know that a socially connected community is a healthier community - so everyone benefits! The new space is terrific for any of our valued volunteers or clients to come by and catch up with friends. Mobility scooters no problems! The space around some of the tables has been deliberately designed to accommodate these needs – just drive right through the door and pull up at a table.

 

One of the most rewarding aspects of the café is the young NDIS participants who are getting the skills of cooking of healthy foods, serving, processing orders through the till and gaining valuable community participation and inclusion not just with staff but volunteers and many elderly across our community. The changes the staff have witnessed to some of the participants is astounding!

 

We believe all young people, regardless of ability, should get the opportunity to thrive, no matter their starting point. And having a supportive workplace to get skills, training and support is critical to that.

The added benefit to the Café – is that staff can now sit with clients and/or volunteers have meetings in the space or even run group sessions in the space.

 

Usually, the Carers group requires privacy and quietness, but they have decided that once a month they will hold their meeting in the space. It is quite magical hear the Carers Group laugh raucously when they are in the space – you know you are improving lives!

 

Having just opened our participants are being trained and learning lots, so there is still much to achieve, and it is only early days yet. We are open 9.00 – 3.00 weekdays, if you happen to be in Horsham drop by for a coffee – you never know who might be sitting here!
